To deregister from voting in New York City (NYC) and NY State, you must send a signed written request to the local borough office of the NYC Board of Elections. This cannot be done online or via email, as the board requires an original signature.
Write a letter. Your request to cancel your voter registration must be in writing. The letter should include:
Your full name
Your date of birth
The address where you are currently registered to vote
A clear statement that you no longer wish to be registered to vote
Sign the letter. Your handwritten signature is required for the request to be valid.
Mail the letter. Send your signed letter to the borough office of the Board of Elections where you live.

A voter's registration may also be canceled for other reasons, such as:
Moving outside of New York State
Not voting in two consecutive federal elections, which causes a voter to be moved to "inactive" status and eventually removed from the rolls after five years
Being convicted of a felony and sentenced to imprisonment
Being legally adjudicated as mentally incompetent
